Cities buy foreclosed homes



Dorchester, Boston

To prevent neighborhoods from falling into urban decay, cities including Boston, Minneapolis and San Diego are buying foreclosed homes with taxpayer and private money to refurbish and resell them to developers. Local officials say the $4 billion in federal grants, part of the federal housing bill, will help expand this effort.
